D.C. Accomplishments


NRCA is a Strong Advocate for the Roofing Industry in Washington, D.C.

NRCA continues to successfully convey the views and concerns of the roofing industry to lawmakers in Washington, D.C., on key legislative and regulatory issues. Following is an overview of NRCA's government relations accomplishments and activities during the 115th Congress.

  • NRCA and partner organizations held Roofing Day in D.C. 2018 the inaugural industrywide advocacy event that brought 400 roofing professionals to Capitol Hill to speak with one voice on key issues of importance such as workforce development and regulatory reform.

  • NRCA worked with lawmakers to ensure the Tax Cuts and Jobs Act (TCJA), the largest tax bill in more than 30 years, reduced tax rates for all types of businesses and benefitted the roofing industry.

  • The TCJA includes nonresidential roofs in the definition of qualified property eligible for immediate expensing under Section 179 of the tax code, a major victory for NRCA.

  • NRCA worked with Congress to pass legislation to address workforce shortages by reforming and improving career and technical education (CTE) across the U.S.

  • NRCA worked with lawmakers to repeal a regulation issued by the Occupational Safety and Health Administration (OSHA) that extended the statute of limitations on certain recordkeeping citations.

  • NRCA worked successfully with coalition allies for congressional approval of a suspension of the Health Insurance Tax for 2019, helping to limit increases in insurance premiums for employers and employees with fully insured health coverage.

  • NRCA was active in efforts to advance the Regulatory Accountability Act, legislation to reduce the burden of future regulations by reforming the federal regulatory process.

  • NRCA arranged for Loren Sweatt, OSHA's acting assistant secretary, to speak during NRCA's Fall Committee Meetings, providing members with the opportunity to express concerns and views on OSHA-related issues.

  • NRCA worked with key lawmakers to have new visa reform legislation designed to address workforce shortages introduced in Congress.

  • NRCA raised funds to strengthen ROOFPAC, the voice of the roofing industry in Washington, D.C., increasing receipts 19 percent in 2017 from 2016 levels.
